Retired attorney hired Eagle Moving Group (FL broker, DOT 3545015) for interstate move. Eagle estimated 4727.42, collected 3805 in deposits. Home and Office Movers (MD carrier) arrived with 26-ft truck. Team leader revised BOL from 1245 cf to 2290 cf, added 1750 packing materials, 1000 bulky item charge, 4600 revised binding estimate fee. Total: 14299 (302% of original). Packers documented unpacking consumer boxes and repacking in larger boxes with extra packing material to inflate cubic footage. Photos of lampshade in oversized box, duffle bag repacked, toolbox wrapped in plastic film. At delivery, 1/3 of truck was empty, truck contained carrier company inventory. Actual volume less than 1245 cf. 2290 cf charge physically impossible in a 1600 cf truck. No carrier list provided (371.109 violation). Overcharge: at least 7000. Consumer filed STB complaint Nov 2024 (first in 25 years, NOR-42182). Settled with carrier for 9500. Filed first-ever Section 14704 complaint March 2025.
