293 Complaints, Three Company Names, and the Corporate Chain FMCSA Can't Track

Amerisafe Vanlines (DOT 3341650) has 293 NCCDB complaints, the second-highest of any moving company in the FMCSA database. It is a carrier and broker based in Boynton Beach, Florida, operating 6 trucks. Its owner is Frank DeSantis.

But 'Amerisafe Vanlines' is a trade name. The legal entity behind it has gone through multiple names, and each name change resets the searchability of its complaint history. A consumer searching for the company's current name may not find the complaints filed under its prior names. This is not a bug in the system. It is the system.

The corporate chain, documented in Florida Secretary of State records and the FL AG's court filing:

Each DBA creates a separate consumer-facing brand. The legal entity (AMS Moving Inc.) accumulates complaints under whatever name FMCSA files them. A consumer searching for 'Amerisafe Vanlines' on FMCSA's Protect Your Move site may find the complaints. A consumer searching for 'Nationwide Moving Services,' the company's original name, would find a different record or nothing at all.

Trunk's database tracks the full chain. All 293 complaints are attributed to DOT 3341650 regardless of which name the company was using when they were filed.

Frank Lucido is the President of AMS Moving Inc. (Amerisafe). He is also the registered agent. Florida Secretary of State records (annual report P19000047032, filed February 21, 2025) show Lucido signing as both President and registered agent for AMS Moving.

The same filing lists the officer/director as NW Management Services LLC, a Delaware limited liability company at 16192 Coastal Highway, Lewes, DE 19958. NW Management Services is connected to Nationwide Move Management, a company in the orbit of Aldo DiSorbo, the Pompano Beach moving industry figure who was banned from the industry in 1997, jailed for violating the ban in 2000, and was at the center of the 2012 Senate investigations into moving fraud.

Nationwide Move Management (DOT 2226268) is now inactive in FMCSA's SAFER database. Its authorized carrier was Relo Van Lines LLC (DOT 2080182).

Lucido was named as a co-defendant alongside Frank DeSantis in the FL AG's May 2026 Assurance of Voluntary Compliance (Case L23-3-1566), which covered ten entities across both the Amerisafe and Eagle Moving Group operations.

The corporate filing confirms what research notes suggested: Frank Lucido is the bridge between Florida's two largest historical moving fraud networks. He is the president of the DeSantis operation (Amerisafe) while the corporate structure traces back to the DiSorbo operation (NW Management/Nationwide Move Management) through a Delaware holding entity.

The FL AG initially served Frank DeSantis with an investigative subpoena in October 2025. DeSantis did not comply. The AG petitioned the court to compel compliance (Case CACE-26-000369) in January 2026.

The investigation ultimately resulted in a settlement. In May 2026, the AG entered an Assurance of Voluntary Compliance (Case L23-3-1566), a 41-page agreement covering ten entities and two individuals. The named respondents: AMS Moving Inc. (Amerisafe), Cross Country Moving Group Inc., Eagle Moving Group Inc. (dba New Start Relocation), JDS Moving Enterprises Inc., JL Moving Enterprises Inc., Long Distance Movers Inc. (f/k/a Cross Country Moving Systems), National Moving Group Inc., NW Management Services LLC, Frank DeSantis, and Frank Lucido.

The settlement included substantial penalties, consumer restitution, and AG attorney fees. The respondents committed to support FMCSA rule amendments. No admission of wrongdoing.

Amerisafe was previously investigated by both the FL AG and the DOT OIG. Both earlier investigations also resulted in settlements. This is the third enforcement action against the operation.

In August 2026, a consumer advocate identified a website operating as 'New Start Relocation' with the tagline 'Move with Ease, Trust with Confidence' as a new front for the Amerisafe network. The website shows phone number 1-833-233-5733 (different from any FMCSA-filed number for Amerisafe or Eagle), uses stock photos, displays no DOT number, and claims to be 'properly licensed professional residential moving brokers.'

'New Start Relocation' is also a registered DBA of Eagle Moving Group (DOT 3545015), which operates from Suite 203 at 2500 Quantum Lakes Dr, Boynton Beach, the same building where Amerisafe operates from Suite 105. The name appears to be recycled across entities within the same address complex.

This is the fourth documented name in the chain: Nationwide Moving Services -> AMS Moving Inc -> Amerisafe Moving Services -> New Start Relocation. Each iteration makes the complaint history harder to find.

Trunk's ontology reveals that Amerisafe is not an isolated operation. It connects to the two other highest-complaint moving company networks through shared personnel and shared legal representation.

Frank Lucido is listed as President of AMS Moving Inc (Amerisafe). He is also linked to New Start Relocation (DOT 3545015, 179 NCCDB) and Colonial Van Lines (DOT 1434373, 121 NCCDB). Lucido connects the DeSantis/Amerisafe network to the DiSorbo/Colonial Van Lines network documented in our DiSorbo dynasty article.

Attorney Lorri Lomnitzer (7999 N Federal Highway, Boca Raton) appears in FMCSA filings as attorney for Amerisafe, Safe Ship Moving Services (DOT 3475743, 404 NCCDB), and Colonial Van Lines. One attorney represents the three highest-complaint HHG companies in our database, with a combined 818 NCCDB complaints.

The Trustpilot data adds another dimension: Amerisafe has a 4.75 Trustpilot average despite 293 NCCDB complaints, placing it in the category of companies that actively manage their review profiles while accumulating federal complaints.

Combined complaint count across the Amerisafe/Lucido/Lomnitzer network: Amerisafe (293 NCCDB), New Start (179), Colonial (121), Safe Ship (404). Four companies, one attorney, 997 federal complaints.

FMCSA's registration system ties complaints to a DOT number, not a company name. When a company changes its DBA, the complaints stay on the same DOT. But FMCSA's consumer-facing search tools (Protect Your Move) are name-based. Consumers search by the name they see on the company's website or in its ads.

If a company cycles through names (Nationwide -> AMS -> Amerisafe), a consumer who searches for the current name may find the complaint history. A consumer who searches for a prior name may not. And a consumer who encounters the company under a name not registered with FMCSA will find nothing at all.
