FMCSA Investigated 9,689 Carriers in FY 2026. 106 Were Household Goods Movers. Zero Were Enforced.

A five-year analysis of FMCSA's A&I enforcement data shows HHG investigations running at 1-2% of total safety investigations while consumer complaints against movers surge. In FY 2026, not a single HHG carrier enforcement case was closed. The total settlement amount across all HHG cases in the last four years would not cover one consumer's stolen belongings.

FMCSA's Analysis and Information (A&I) system tracks two key enforcement metrics: safety investigations (inspections of carriers) and closed enforcement cases (completed actions with outcomes). The data is publicly available at ai.fmcsa.dot.gov.

A review of the complete A&I enforcement data for fiscal years 2022 through 2026, cross-referenced with NCCDB complaint data, reveals a structural gap between the volume of consumer harm and the enforcement response in the household goods moving sector.

Safety Investigations: HHG as a Share of Total

FMCSA conducted the following total safety investigations across all carrier categories:

FY 2022: 12,561 FY 2023: 12,580 FY 2024: 11,971 FY 2025: 11,960 FY 2026: 9,689

Of these, the number targeting HHG carriers:

FY 2022: 159 (1.3% of total) FY 2023: 176 (1.4% of total) FY 2024: 135 (1.1% of total) FY 2025: 192 (1.6% of total) FY 2026: 106 (1.1% of total)

HHG carriers have consistently received approximately 1% of all safety investigations despite generating a disproportionate volume of consumer complaints.

Closed Enforcement Cases: The Collapse

Total closed enforcement cases across all carrier categories:

FY 2022: 3,515 FY 2023: 3,795 FY 2024: 3,949 FY 2025: 1,388 FY 2026: 1,058

The total number of closed enforcement cases dropped 73% from FY 2024 to FY 2026 (3,949 to 1,058). The ratio of closed enforcement cases to safety investigations, which ran 30-40% in FY 2022-2024, fell to 11% in FY 2026.

For HHG specifically, the collapse is even more pronounced. The total number of closed HHG enforcement cases (broker and carrier combined) by fiscal year:

FY 2023: 11 cases (2 broker, 9 carrier) FY 2024: 8 cases (5 broker, 3 carrier) FY 2025: 2 cases (0 broker, 2 carrier) FY 2026: 2 cases (2 broker, 0 carrier)

In FY 2026, FMCSA did not close a single enforcement case against an HHG carrier. Zero.

The Investigation-to-Enforcement Ratio for HHG

For all carrier categories, approximately 30-40% of safety investigations resulted in a closed enforcement case in FY 2022-2024. That ratio dropped to 11% in FY 2026.

For HHG carriers specifically, the ratio is far worse:

FY 2023: 176 investigations, 9 carrier enforcement cases (5.1%) FY 2024: 135 investigations, 3 carrier enforcement cases (2.2%) FY 2025: 192 investigations, 2 carrier enforcement cases (1.0%) FY 2026: 106 investigations, 0 carrier enforcement cases (0%)

Put differently: in FY 2026, FMCSA investigated 106 HHG carriers and took enforcement action against none of them.

What Was Enforced: Every HHG Case, FY 2023-2026

A manual search of FMCSA's closed enforcement case lists for violations of 49 CFR Part 371 (HHG broker regulations) and 49 CFR Part 375 (HHG carrier regulations) identified every closed HHG enforcement case in the last four fiscal years. The complete list follows.

Settlement amounts reflect voluntary settlements agreed to after the Riojas decision, which eliminated the 'Notice of Claim' process. Under the internal Riojas memorandum, voluntary settlement remains available as an alternative to other sanctions such as revocation.

HHG Broker Cases (2):

Total FY 2026 HHG settlements: $10,280.

DA Moving LLC, d/b/a Graceful Moving Group, is also the subject of Rogers v. DA Moving LLC (Case No. 50-2024-CA-002013-XXXA-MB, Palm Beach County), in which a consumer documented $49,319 in stolen property. The $6,168 enforcement settlement is 12.5% of one consumer's documented losses from the same broker.

NCCDB Complaints: The Divergence

While enforcement cases collapsed, consumer complaints about moving companies filed through FMCSA's National Consumer Complaint Database (NCCDB) surged:

Moving company complaints (calendar year): 2021: 9,128 2022: 6,846 2023: 4,402 2024: 3,663 2025: 4,483 2026 (through October 1): 7,385

All NCCDB complaints, all categories: 2021: 16,663 2022: 25,315 2023: 27,020 2024: 28,778 2025: 36,766 2026 (through October 1): 40,415

The total NCCDB complaint volume increased 142% from 2021 to 2026 (annualized). Moving company complaints, after declining from 2021 to 2024, reversed course and are on pace to exceed 9,000 in calendar year 2026.

The overall NCCDB growth reflects expansion of the complaint system to additional categories and increased reporting by commercial vehicle drivers and industry professionals, in addition to consumer complaints.

The Missing Decisions: What FMCSA Won't Publish

The A&I database publishes the company name, case number, violation codes, and settlement amount for each closed enforcement case. It does not publish the actual enforcement decisions issued by FMCSA regional directors.

This means the public record shows that DA Moving LLC settled for $6,168 and Hercules Moving Solutions settled for $4,112, but does not show what FMCSA's investigators actually found, what evidence they reviewed, what consumer complaints they examined, or how the settlement amounts were calculated. The reasoning behind a $971 settlement (Vanguard Moving Services) versus a $50,418 settlement (US Relocation Inc) is not available.

Regional director enforcement decisions are federal agency records subject to the Freedom of Information Act (5 U.S.C. 552). A FOIA request for the complete decision files in the 23 HHG enforcement cases identified in this analysis would produce the only public record of what FMCSA actually investigates and how it determines penalties in the household goods sector.

The Settlement Amounts

Across all 23 closed HHG enforcement cases in FY 2023-2026, the total settlement amount was $147,904.

The median settlement for HHG carrier cases was $3,735. The median for HHG broker cases was $5,826. The largest single settlement was $50,418 (US Relocation Inc, a broker with four violations). The smallest was $971 (Vanguard Moving Services, a broker with one violation).

For context: a single consumer lawsuit against DA Moving LLC documented $49,319 in stolen property. The total amount FMCSA collected from all HHG enforcement actions in FY 2026 ($10,280) would not cover that one consumer's losses.

The four-year total of $147,904 across 23 cases averages $6,431 per case. The average settlement amount is less than many consumers report losing in a single fraudulent move.

Non-Rated Reviews: The HHG-Specific Investigation Category

FMCSA categorizes investigations into CSA safety investigations (focused on vehicle safety violations) and non-rated reviews (focused on commercial regulatory compliance). HHG commercial regulations (49 CFR Parts 371 and 375) fall under the non-rated review category.

HHG non-rated reviews by fiscal year:

FY 2022: 56 FY 2023: 60 FY 2024: 31 FY 2025: 52 FY 2026: 27

The ratio of closed HHG enforcement cases to non-rated reviews reveals how rarely an investigation leads to an enforcement outcome:

FY 2022: 0 closed HHG enforcement cases out of 56 non-rated reviews (0%) FY 2023: 11 closed cases out of 60 non-rated reviews (18%) FY 2024: 8 closed cases out of 31 non-rated reviews (26%) FY 2025: 2 closed cases out of 52 non-rated reviews (4%) FY 2026: 2 closed cases out of 27 non-rated reviews (7%)

The peak enforcement year (FY 2024, 26% conversion) was also the year with the fewest non-rated reviews (31). The most reviews (FY 2022, 56 reviews) produced zero enforcement cases.

The Inverse Correlation: More Complaints, Less Enforcement

The data reveals a pattern: the years with the lowest NCCDB complaint volumes correspond with the highest enforcement activity, and vice versa.

The lowest HHG NCCDB complaint years were 2023 (4,402) and 2024 (3,663). These were also the years with the highest total closed enforcement cases across all categories (3,795 and 3,949) and the highest ratio of closed HHG enforcement to non-rated reviews (18% and 26%).

Conversely, 2026, the highest HHG NCCDB complaint year in the past five (7,385 through October 1, on pace to exceed 9,000), corresponds with sharply lower total safety investigations (9,689, down from 11,960), sharply lower total closed enforcement cases (1,058, down 73% from the 2024 peak), and a low HHG enforcement-to-review ratio (7%).

This inverse relationship suggests that enforcement activity may have a deterrent effect on complaint volumes, and that the current enforcement collapse may be contributing to the surge in consumer complaints.

What the Data Shows

1. HHG carriers receive approximately 1% of FMCSA safety investigations despite generating thousands of consumer complaints per year.

2. The enforcement-to-investigation ratio for HHG carriers dropped from 5.1% in FY 2023 to 0% in FY 2026. For comparison, the ratio across all carrier categories was 30-40% in FY 2022-2024.

3. Total closed enforcement cases across all categories dropped 73% from FY 2024 to FY 2026. The decline is not limited to HHG but is most severe in that category.

4. NCCDB complaints about moving companies are surging (on pace for 9,000+ in 2026) while HHG enforcement cases are at zero for carriers.

5. Settlement amounts are low enough that they function as a cost of doing business rather than a deterrent. A broker that collects $14,100 from a single consumer (as documented in Brown v. Value Added Moving) and settles an enforcement case for $6,168 has still profited from the transaction.

6. The geographic concentration is notable: of the 23 HHG enforcement cases in FY 2023-2026, 12 involved Florida-based companies. The Florida HHG broker-carrier pipeline remains the primary enforcement target, but even that enforcement is diminishing.

7. The inverse correlation between enforcement activity and complaint volume suggests enforcement has a measurable deterrent effect. When FMCSA enforces more, consumers file fewer complaints. When enforcement collapses, complaints surge.
