The Operator Behind Spirit Vanlines, Handle With Care, and JCS Moving: A Decade of Reincarnation

This is the story of an operator, not a company. Companies can be created, revoked, and replaced in days. The operator persists.

Moran Eli Hasut has been running moving companies since at least 2016. The documented chain: Spirit Vanlines Inc. (Atlanta, 2016-2018), renamed to Moving Services after losing its license, then Handle With Care Moving and Transportation LLC (DOT 3190967), JCS Moving and Storage LLC (DOT 4526003), plus connections to Spirit Relocation (DOT 1090376, Denver) and Logistics Moving Services LLC (DOT 4433059, Bradenton FL).

The pattern has repeated for a decade. Each company generates complaints, loses authority, and is replaced by the next. Handle With Care accumulated 147 NCCDB complaints before its authority was finally revoked in March 2026. JCS Moving was registered five days before that revocation and has already accumulated 47 NCCDB complaints (20 for hostage goods alone). The operation has not stopped. It has rebranded.

Before Handle With Care, before JCS, there was Spirit Vanlines Inc.

Spirit Vanlines operated out of Atlanta, Georgia starting in April 2016. BBB lists Moran Eli Hasut as CEO and Mary Hasut as CFO. The BBB profile was opened May 2018.

In August 2018, WFLA Tampa's investigative reporter Shannon Behnken (Better Call Behnken) covered five consumers whose moves with Spirit Van Lines turned into disasters. Every case followed the same pattern: the company jacked up the rate after picking up belongings and threatened not to deliver unless the consumer paid more. Customers reported damaged boxes that had been opened and retaped, missing items, and stolen property. George Anderson's wife 'started crying' when the truck was opened. Mary Orlando was told her belongings would be kept in storage if she did not pay the inflated rate.

Behnken found 32 complaints registered with FMCSA in 2018 alone and pages of negative online reviews. She also found that Spirit had lost its license to transport interstate that same month due to an insurance lapse.

A manager for Spirit, speaking to Behnken on the phone, said the company 'just changed its name to Moving Services.' Customers were not notified. The company continued delivering goods under the new name.

Despite this documented history, Spirit Vanlines still carries a BBB A+ rating. BBB's rating formula does not check FMCSA licensing status, does not track operator reincarnations, and does not connect complaints across company names. An unlicensed company run by a serial reincarnator gets the same rating as a legitimate mover with a clean record.

Handle With Care Moving and Transportation LLC (DOT 3190967) was based in Tucker, Georgia. It operated with 1 truck (per its last FMCSA filing) and generated 147 NCCDB complaints: 33 in 2023, 31 in 2024, 49 in 2025, and 34 in 2026 before its authority was revoked.

The revocation in March 2026 was not the first. Handle With Care's authority was revoked multiple times before the final revocation. Each prior revocation was followed by reinstatement. The company would lose its authority, resolve the immediate compliance issue, regain authority, and resume operations.

This cycle, revocation followed by reinstatement followed by continued complaints, is one of the most documented failures of the FMCSA enforcement model. A revocation that does not stick is not enforcement. It is a paperwork exercise.

JCS Moving and Storage LLC (DOT 4526003) was registered on March 25, 2026. Handle With Care's final revocation occurred on March 30, 2026. Five days apart.

JCS initially registered its business at a suburban house in Villa Rica, Georgia. State corporate records show a subsequent move to Tucker, where Handle With Care operated. That move was not reported to FMCSA. It has a 1-truck fleet. In its first four months of operation, JCS has accumulated 47 NCCDB complaints.

The incorporator of both Handle With Care and JCS is Damian Hisham Cowell (email: cowelldamian1@gmail.com). The same person registered the company that was revoked and the company that replaced it. This is not a hidden connection. It is in the FMCSA filings.

Omar Butt, an employee identified at Handle With Care through consumer complaints and Facebook posts, is also active at JCS Moving. The personnel carried over along with the business model.

Beyond Handle With Care and JCS, Hasut is connected to two additional DOT numbers.

Spirit Relocation (DOT 1090376) is based in Denver, Colorado. It reports 4 trucks and Authorized status. It has zero NCCDB complaints. The registered principal is Ron Michael. Hasut's connection to Spirit comes through the principals database, where he is documented as 'previously associated with Spirit VanLines Inc.'

Logistics Moving Services LLC (DOT 4433059) is based in Bradenton, Florida. It reports 1 truck and Authorized status. Zero NCCDB complaints. The registered principal is Michael Floy Sutherland. However, Trunk's investigation found that a Jerry Whaley signed the warehouse lease at 501 Olive St, Leavenworth, Kansas on behalf of Logistics Moving Services in October 2024. The Leavenworth warehouse became central to the Handle With Care operation.

The FMCSA filing address for Logistics Moving Services is 1800 Montreal Court, Tucker, GA, the same building where Handle With Care operated. Same building, different entity name, different registered officer.

Menards Moving and Storage LLC (DOT 4072455) is the broker that dispatched shipments to Handle With Care and, according to consumer reports, continues to dispatch to JCS Moving.

Joseph Henry Menard Jr. is the registered principal of Menards Moving and Storage. Menard has his own documented history. He threatened a defamation lawsuit against consumer Laura Griffin for posting negative reviews about his company on a Facebook Moving Fraud Awareness group, demanding she remove the post as a precondition for resolving her claims.

The broker-carrier relationship is the mechanism that allows this network to function. Consumers hire Menards as their broker. Menards dispatches their shipments to Handle With Care, JCS, or whatever carrier Hasut is currently operating. When the carrier is revoked, the broker simply dispatches to the next entity. The consumer never knows the carrier changed.

A retired transportation attorney notified FMCSA twice about the Hasut network, specifically that JCS was a chameleon successor to Handle With Care. FMCSA has taken no enforcement action against JCS.

Georgia did. On June 18, 2026, the Georgia Department of Public Safety (CVE Regulatory Compliance Unit) issued a determination branding Damian Cowell's companies (JCS Moving and Handle With Care) as illegal carriers operating unlawfully. State police initiated direct enforcement actions. Consumer advocates are organizing a multi-agency complaint campaign with active case files at FMCSA (Case ID 00283522), the Texas AG (Complaint TCP-048944), and the Missouri AG (Incident No. CC-2026-07-002042). Complaints have been filed in Alabama, Georgia, Florida, Texas, and Missouri. The FBI IC3 portal has received wire fraud reports. IRS Form 3949-A filings have been submitted against the network for unreported income through Cash App and money orders.

The state enforcement that FMCSA could not deliver in years, Georgia delivered in months.

The contrast is striking. On September 4, 2026, FMCSA issued a 16-page final order blocking 3 Logistics Company LLC from reincarnating as a general freight carrier (Docket FMCSA-2026-1226). The agency applied its three-year affiliate lookback and 2012 reincarnation policy to deny operating authority. Those same tools apply to the HWC-to-JCS reincarnation. The difference: 3 Logistics had an Unsatisfactory safety rating and a $10,440 penalty. JCS has 47 consumer complaints in four months and two formal enforcement requests from a retired transportation attorney documenting the exact reincarnation pattern, same incorporator, same personnel, same broker, same address corridor. In August 2026, KMBC Kansas City covered eviction proceedings at a Leavenworth, Kansas warehouse connected to the Handle With Care network. Consumer belongings were being stored at 501 Olive St, Leavenworth, in a warehouse leased by Logistics Moving Services LLC.

Moran Eli Hasut appeared in Leavenworth County court for the eviction proceedings (Case LV-2026-LM-001337). When asked to spell his last name, he initially tried to spell it with a D. The judge corrected it to T, based on the court record. KMBC's camera captured Hasut in the courtroom.

The warehouse contained belongings from multiple consumers whose shipments had been picked up by Handle With Care or associated carriers and never delivered, or delivered only after protracted delays and demands for additional payment.

Landlord Kelly Cline initiated the eviction after the tenant failed to pay rent. The consumers whose belongings were inside had no relationship with the landlord and no legal standing in the eviction proceeding. Their property was, in effect, collateral damage.

ABC7 New York reported on the Handle With Care network, documenting consumer experiences and the revocation-reincarnation cycle. The reporting contributed to public awareness of the Hasut operation.

FMCSA began investigating Howards Vanlines Inc. (DOT 4391903), another carrier connected to the same Sherwood Lane corridor in Tucker, Georgia. Howards Vanlines is currently Authorized with the FMCSA.

The Sherwood Lane/Montreal Court corridor in Tucker has become a known address cluster for the Hasut network. Multiple entities, multiple DOT numbers, registered at addresses within the same commercial area. This geographic clustering mirrors patterns documented in Pompano Beach, Boca Raton, and other South Florida moving fraud hubs.

A network-level infrastructure connection surfaced through Facebook consumer groups in September 2026. Howards Vanlines, Choice Vanlines, and Noble Moving and Storage all share the same insurance company: Adriatic Insurance Company, 3501 N Causeway Blvd, Metairie, Louisiana (phone 504-838-8100), policy CAR2900002907 (BMC-91X Primary). Multiple carriers in the same fraud network using the same insurer, same policy type, same underwriter is not a coincidence. It is shared infrastructure. Howards and Choice have refused to provide this insurance information to victims who requested it, forcing consumers to obtain it through FMCSA filings instead.

Handle With Care Moving was revoked three times before the final revocation. Each time, a new entity appeared or an existing one was activated. JCS Moving was the latest iteration. It was registered by the same incorporator, staffed by the same employees, dispatched by the same broker, and generating complaints at the same rate.

The FMCSA enforcement model targets companies. It revokes the authority of a DOT number. It does not bar the operator behind that DOT number from registering a new one. Moran Eli Hasut is linked to four DOT numbers. If JCS is revoked tomorrow, there may be a fifth.

Consumers cannot protect themselves by checking company names. Names change. DOT numbers change. The operator stays the same. Trunk tracks operators precisely because the companies are disposable. The person running them is not.
