The NJ-GA-KS Pipeline: How One Fraud Network Operates Across Three States Under Six Company Names

This is the largest documented fraud network currently operating in the FMCSA database. It spans four states, uses at least six company names, and funnels consumer belongings through a warehouse that is currently subject to eviction proceedings. KMBC Kansas City's investigative team identified the operator in open court. Trunk's entity link analysis mapped the connections.

New Jersey (Sales): Howards Vanlines Inc (DOT 4391903) at 141 Lanza Ave, Garfield NJ. 166 NCCDB complaints from one registered truck. Sales rep 'Jorge' books consumers. 'Marlana' handles collections.

Florida (Call Center): Apex Consulting at 3411 NW 9th Ave, Oakland Park FL. Consumers booking through Choice Vanlines and other network entities send payments to Apex Consulting at this address. The same address has been identified as a shared call center for the Howards/Noble network.

Georgia (Carrier Operations): Handle With Care Moving and Transportation LLC (DOT 3190967) at 1800 Montreal Court Unit C, Tucker GA. Authority revoked three times (2021, 2022, March 2026). Operator: Moran Eli Hasut.

JCS Moving and Storage LLC (DOT 4526003) at Villa Rica GA. Reincarnation of Handle With Care. Registered five days before Handle With Care's third revocation. Same employees, same broker.

Logistic Moving Services LLC (DOT 4433059) at 1800 Montreal Court, Tucker GA. Same building as Handle With Care. The entity that leases the Leavenworth warehouse.

Kansas (Storage): 501 Olive Street, Leavenworth KS. Warehouse leased by Logistic Moving Services. Consumer belongings from Howards, JCS, and Menards confirmed inside. Subject to eviction proceedings filed by landlords Donald and Kelly Cline.

Moran Eli Hasut, also known as Elad Hasut, Eli Davis, and Allan Davis. FMCSA lists him as officer of Handle With Care Moving. Consumer complaints and a Change.org petition connect him to Spirit Van Lines (Denver CO), American Home Relocation, and David and Goliath Moving and Storage.

In August 2026, KMBC's camera captured Hasut in Leavenworth County eviction court representing Logistic Moving Services. He tried to spell his last name with a D. The judge corrected it to a T.

The Leavenworth warehouse lease was signed by Jerry Whaley, named alongside Hasut in the Change.org petition as a co-owner of the Spirit Van Lines operation.

Menards Moving and Storage LLC (DOT 4072455, Greenacres FL) is the Florida broker that dispatches consumers to this network. 290 NCCDB complaints, the steepest acceleration of any company Trunk tracks (156 in the first half of 2026).

Menards dispatched consumers to Handle With Care (three revocations) and to JCS (its reincarnation). Consumer belongings from Menards-brokered moves are confirmed in the Leavenworth warehouse.

When a retired attorney filed a Section 14704 complaint on behalf of a consumer documenting $44,966 in damages, Menards responded with a cease-and-desist threatening him with criminal unauthorized practice of law. The company's owner demanded that the consumer remove negative Facebook posts as a condition for addressing the claims.

Step 1: Consumer finds Howards Van Lines (or Choice Vanlines, or another network entity) through online advertising. Sales rep 'Jorge' calls. Tells the consumer the company operates its own trucks.

Step 2: Consumer pays a deposit. Payments may be routed through Apex Consulting in Oakland Park FL.

Step 3: On moving day, Handle With Care or JCS arrives, not Howards. The consumer was never told who would handle their belongings.

Step 4: Belongings are loaded and transported to the Leavenworth warehouse or another network storage location.

Step 5: If the consumer disputes charges or files a complaint, the network has multiple pressure tools: collections threats citing the E-SIGN Act, attorney fees clauses, forum selection clauses requiring litigation in Essex County NJ, and demands that consumers remove negative social media posts.

Step 6: If one entity accumulates too many complaints, it is dissolved and a new entity is registered. Handle With Care was revoked three times. JCS was created as its replacement. The employees, the operator, and the warehouse remain the same.

Consumer reports: A source compiled a list of affected consumers from bills of lading found in the Leavenworth warehouse and provided it to KMBC, spanning Howards, JCS, and Menards moves.

Change.org petition: Names Hasut and Whaley as co-owners of the Spirit Van Lines operation, connecting them to the same network.

Payment records: Choice Vanlines consumers paid Apex Consulting at 3411 NW 9th Ave, Oakland Park FL, the shared call center address.

Trunk's entity link analysis: Shared addresses, shared principals, shared phone numbers, and warehouse connections map all six entities to a single operation.

As of August 2026:

The Leavenworth warehouse is subject to eviction proceedings. All consumer goods remain inside.

Howards Vanlines is still authorized to operate and is still sending collections threats to consumers.

Handle With Care's authority has been revoked for the third time. JCS is its operational replacement.

Menards continues to dispatch consumers to network carriers.

FMCSA has closed zero broker enforcement cases since September 2024.

A retired attorney notified FMCSA of the Handle With Care / JCS chameleon pattern twice (June 19 and July 1, 2026). FMCSA's response: an automated message directing him to the NCCDB complaint form.
