Georgia Moving Complaints: 1,234 Companies and a Chameleon Carrier Problem

Georgia has 1,234 registered interstate household goods companies in the FMCSA database. Of those, 53 have at least one NCCDB complaint, totaling 481 complaints across all categories. That is a 4.3% complaint rate by company count, but the total complaint volume is nearly double New York's despite having fewer companies. The difference: Georgia has a concentrated cluster of high-volume fraud operators, and it sits at the receiving end of Florida's broker dispatch pipeline.

A disproportionate share of Georgia's complaints trace back to the Tucker area in DeKalb County, just northeast of Atlanta. This is where Handle With Care Moving & Transportation LLC (DOT 3190967) operated before FMCSA revoked its authority on March 30, 2026, after 147 complaints.

Five days before that revocation, JCS Moving and Storage LLC (DOT 4526003) received its FMCSA license, registered by the same incorporator, Damian Hisham Cowell. JCS initially listed a Villa Rica address but later amended its Georgia corporate filing to move its principal office to Northlake Parkway in Tucker. Same area. Same employees identified by consumers in complaint posts: 'Omar' and 'Eli.' Same practices: volume inflation, hostage loads, damaged and missing goods.

JCS has accumulated 20 complaints in its first four months. This is the chameleon carrier pattern: shut down, reopen, reset the complaint counter. FMCSA's own regulations (49 CFR Part 385, Subpart L) were designed to prevent exactly this. The data to detect it sits in FMCSA's systems. The agency has not acted.

Georgia's complaint problem is not entirely homegrown. Menards Moving & Storage LLC (DOT 4072455), a Florida broker with zero trucks and 290 complaints, dispatches carriers to perform moves across the Southeast. Handle With Care was one of Menards' regular dispatch targets. JCS appears to have inherited that relationship.

This is the broker-carrier pipeline at work: a Florida broker takes consumer bookings nationally, dispatches a Georgia carrier to perform the move, and when the carrier inflates the price or holds goods hostage, both the broker and carrier share in the revenue. The consumer, often in a third state entirely, has no practical recourse.

Menards is the third most-complained-about moving company in the national FMCSA database. Its complaint rate is accelerating: 44 in 2024, 90 in 2025, 156 in the first half of 2026 alone. FMCSA has closed zero broker enforcement cases in FY 2025 or FY 2026.

Georgia's 481 complaints from 53 companies means its flagged companies average 9.1 complaints each, nearly triple New York's average. The state's complaint profile is shaped by a small number of extreme offenders, not a broad pattern of industry misconduct.

The Tucker cluster and the Menards pipeline account for a significant share of the total. Remove Handle With Care (147), JCS (20), and the Menards-dispatched complaints, and Georgia's numbers look much more like a typical mid-size market.

For Georgia consumers, the key risk factor is not local movers but interstate carriers operating through broker dispatch. If the company that shows up is not the company you booked, and it arrived from Tucker with a one-truck DOT number, that is a signal worth investigating before handing over your belongings.
