A Georgia Carrier Was Revoked. Five Days Earlier, Its Replacement Was Already Licensed.

On March 30, 2026, FMCSA involuntarily revoked the operating authority of Handle With Care Moving & Transportation LLC (DOT 3190967), a one-truck household goods carrier based in Tucker, Georgia. By that date, the company had accumulated 147 NCCDB complaints across four years, including 49 in 2025 alone.

Five days earlier, on March 25, 2026, a new company called JCS Moving and Storage LLC (DOT 4526003) received its FMCSA license. Same incorporator: Damian Hisham Cowell. Same Georgia location. Same employees, identified by first name in consumer complaints on Facebook: 'Omar' and 'Eli.' Same broker connections. Same scam practices.

In its first four months of operation, JCS has accumulated 20 NCCDB complaints, including multiple hostage loads. FMCSA has taken no action despite being notified of the reincarnation on June 19 and again on July 1, 2026.

The fraud chain begins in Florida. Menards Moving & Storage LLC (DOT 4072455), a household goods broker based in Greenacres, FL, markets moving services online and by phone. Menards has zero trucks, zero tractors, zero trailers. It is a pure broker. It does not move anything.

When a consumer books with Menards, the company dispatches a carrier to perform the actual move. In the case documented in Griffin v. Menards (Section 14704 complaint filed June 12, 2026), the carrier dispatched was Handle With Care Moving, operating out of Tucker, Georgia. The consumer, Laura Griffin, was not informed that Menards would not be performing the move until a truck arrived at her North Carolina apartment at 9 PM on moving day, with no packing supplies, no moving helpers, and a driver who explained he was not with Menards but with a company called Handle With Care.

Menards has 290 NCCDB complaints: 44 in 2024, 90 in 2025, and 156 in the first half of 2026. The complaint rate is accelerating. Menards is currently the third most-complained-about moving company in the FMCSA database nationally, and the fastest-growing by complaint volume.

Laura Griffin planned a move from Greenville, NC to New Orleans in February 2026. She contacted Menards, which provided a binding estimate of $4,895.11 for 813 cubic feet of household goods valued at approximately $34,146.

On moving day (February 28), the Handle With Care truck arrived five hours late, at 9 PM, with no packing supplies. Loading occurred the next day. No bill of lading, no inventory list was provided. The driver loaded Griffin's belongings and drove away with no documentation.

On March 4, HWC emailed a 'company invoice' for $7,264.50, based on 1,400 cubic feet, a 72% volume increase over the binding estimate. The balance due jumped from $2,871.11 to $5,240.50. Menards and HWC then presented two options: pay $5,000 immediately for delivery, or the goods would be kept in HWC's Georgia storage facility for 30 days and then sold at auction.

Griffin paid under protest. Delivery occurred on March 14. Many items were missing or stolen, and delivered goods were seriously damaged. Griffin filed a property loss claim. HWC's claims adjuster offered $92.00 for $38,942 in documented losses, contingent on Griffin signing an NDA and waiving her right to post about the experience on social media.

Menards' owner, Joseph Menard, separately demanded that Griffin remove negative posts from the Facebook 'Moving Fraud Awareness' group as a precondition for resolving her claims, and threatened to sue for defamation.

John Vetne, a retired attorney specializing in moving fraud, filed a Section 14704(c)(1) complaint on Griffin's behalf with the Secretary of Transportation on June 12, 2026, seeking $44,966.50 in damages. The complaint was electronically filed on Regulations.gov (Docket FMCSA-2007-0001-0001).

The term 'chameleon carrier' or 'reincarnated carrier' refers to a moving company that shuts down (or is shut down) and immediately reopens under a new name and USDOT number to evade its complaint and enforcement history. FMCSA has an entire subpart of the Code of Federal Regulations devoted to this problem: 49 CFR Part 385, Subpart L, 'Reincarnated Carriers' (79 FR 3540, January 22, 2014).

The Handle With Care to JCS transition is a textbook case:

- Same incorporator: Damian Hisham Cowell (cowelldamian1@gmail.com), listed as authorizer on both GA Secretary of State filings - JCS initially registered at a Villa Rica residential address (9560 Poole Rd), then on June 9, 2026, amended its GA corporate filing to move its principal office to 2256 Northlake Parkway, Tucker, GA, the same Tucker area where HWC operated (1800 Montreal Ct, Tucker) - Same MC number format and Georgia incorporation - Same employees: 'Omar' (Omar Butt) and 'Eli' (Moran Eli Hasut) identified by consumers in both HWC and JCS complaint posts - Same broker connections: Menards dispatches loads to both - Same practices: volume inflation, hostage loads, missing/damaged goods - Timing: JCS registered March 25, HWC revoked March 30. Five-day overlap.

Two months before this article, in May 2026, Transportation Secretary Sean Duffy announced efforts to address the reincarnation problem with a new anti-fraud registration system. John Vetne tested the system twice.

On June 19, 2026, Vetne emailed FMCSA attorney Camille White, the PRISM technology unit (responsible for tracking reincarnations), and the CEI (Compliance, Enforcement and Investigations) unit with the same roadmap: same incorporator, same employees, same broker. On June 22, CEI sent what appears to be an automated response directing Vetne to file a complaint on the NCCDB website. The NCCDB has no reincarnated carrier reporting mechanism. CEI's own unit received a detailed reincarnation report with documentary evidence, and its response was to redirect the reporter to a consumer complaint form designed for individual moving disputes.

When CEI produced no substantive response, Vetne sent a second email on July 1, 2026, to FMCSA's Georgia Division Administrator, Florida Division Administrator, and Southern Regional Enforcement. As of publication, FMCSA has not acknowledged either communication. JCS continues to operate. It has 20 complaints in four months.

The individual referred to as 'Eli' in consumer complaints about both HWC and JCS appears to be Moran Eli Hasut, also known as Moran Elad Hasut, Eli Davis, or Allan Davis. Hasut has been linked to a series of interconnected moving operations accused of systematic consumer fraud:

A Change.org petition documenting Hasut's fraud history has collected signatures from victims across multiple companies. Google's AI Overview synthesizes publicly available information about Hasut, describing him as 'linked to interconnected interstate moving and storage operations accused of systematic consumer fraud, extortion, and holding household goods hostage for inflated fees.'

This is the pattern the FMCSA reincarnation regulations were designed to prevent. The data to detect it is in FMCSA's own systems: same incorporator name on the OP-1 application, same address, overlapping dates. The system does not effectively check.

Trunk's NCCDB Complaint Intelligence dashboard aggregates complaint data that FMCSA collects but does not publish in aggregate. The combined complaint count across this network:

The original carrier (HWC) was revoked but its successor (JCS) is active with the same people running it. FMCSA's own data contains every signal needed to detect this pattern. The agency has not acted.
