The Florida-to-New Jersey Pipeline: Why Moving Fraud Is Shifting North

Florida has been the center of household goods moving fraud for over two decades. The 2012 Senate investigation centered on South Florida brokers. The FL AG has filed more enforcement actions against movers than any other state. FMCSA's HHG complaint data consistently shows Florida as the top state for broker registrations with zero trucks.

But a new pattern is emerging. The fastest-growing high-complaint companies are registering in New Jersey.

Howards Vanlines Inc (DOT 4391903): Registered at 141 Lanza Ave, Garfield NJ, September 2025. 166 NCCDB complaints in 8 months. One truck. Sales phone: 201-590-7926 (NJ area code). Collections phone: 609-360-5744 (NJ area code).

Noble Moving and Storage: Connected to Joseph Hannouch and Farah Al-Ibrahim, both convicted of wire fraud in the District of New Jersey. The network operates from Hackensack NJ.

Choice Vanlines: Consumer payments routed through Apex Consulting at 3411 NW 9th Ave, Oakland Park FL, but connected to the NJ-registered Howards network.

Booking Agency USA Ltd: Incorporated in New Jersey by Farah Al-Ibrahim while on federal probation for wire fraud. New FMCSA broker authority granted.

Victory Moving and Storage (DOT 4563339): Registered in Hackensack NJ by Fady AlIbrahim, Farah's brother.

Three factors make New Jersey attractive for moving fraud operations:

Forum selection clauses: Moving contracts from NJ-registered companies specify Essex County, New Jersey as the exclusive venue for litigation. A consumer in Texas or California who disputes a $3,000 charge must travel to Newark to file suit. The forum selection clause is a de facto bar to litigation for most consumers.

Proximity to the NY metro market: The New York metropolitan area is the largest moving market in the country. An NJ-registered company with a Garfield or Hackensack address can advertise to the entire NY metro area while maintaining a New Jersey corporate identity.

Different enforcement landscape: Florida's AG has been the most aggressive state enforcer of moving fraud. The FL AG's office filed actions against Gold Standard ($3.4M), Falcone/Alliance ($3.7M), Navistar/Taranto ($1.8M), and multiple other operations. Companies that register in New Jersey face a different AG posture. The NJ AG's consumer protection division has not filed comparable actions against moving companies.

Howards' sales rep 'Jorge' operates from a 201 area code (NJ), but the carrier network dispatches through Florida-based brokers (Menards, Greenacres FL). The call center at 3411 NW 9th Ave, Oakland Park FL, processes payments for multiple network entities. The Lomnitzer Law Firm in Boca Raton FL represents the legal defense.

The pattern is jurisdictional arbitrage: register where enforcement is weakest, sell where the market is largest, operate where the infrastructure already exists. New Jersey provides the corporate shell and the forum selection clause. Florida provides the sales floor, the call center, the legal defense, and the carrier dispatch.

Trunk's complaint acceleration data shows the NJ-registered entities outpacing FL-registered entities in complaint growth rate:

The NJ registrations are newer and growing faster on a per-month basis. As FL AG enforcement intensifies, the pipeline to NJ is likely to accelerate.

If you are hiring a moving company and the contract includes a forum selection clause specifying Essex County, New Jersey, ask why. If the company advertises nationally but requires all disputes to be resolved in Newark, the clause is not about convenience. It is about preventing you from suing.

Check the company's registration state against its physical operations. A company registered in New Jersey with a Florida phone number, a Georgia carrier, and a Kansas warehouse is not a New Jersey company. It is a multi-state operation using New Jersey's corporate structure as a legal shield.
